Modesto City Schools has new guidelines for electronic signaling or communication devices, which include cell phones and other technology, including but not limited to smartwatches, smartglasses, and earbuds. The use of these devices during the school day impacts learning and student behavior, and the aim of this policy is to help minimize student distractions, elevate academic performance, and prioritize students' mental health and well-being.

Our guidelines were developed in accordance with California's Phone-Free School Act (Assembly Bill 3216) and after receiving significant input from students, parents, and educators. Language approved by the Board of Education on April 20, 2026, will be included in the 2026-2027 Conduct Code and will go into effect on the first day of the 2026-2027 school year.

The new, districtwide policy applies to all grades from Transitional Kindergarten through 12th grade. Students may carry phones to school, but phones and all electronic signaling or communication devices must be turned off and put away in a backpack or bag. Students may use their electronic signaling or communication devices before or after their instructional day.

Implementation: August 11, 2026 (first day of the 2026-27 academic year).
